I will keep a running log here of any changes / updates to the constitution.
10/29: Changed rule XVII.D.1.B:
Old rule: You CANNOT place coverage on players.
New Rule: You can place coverage on players in trades, but there are limits to it. You can only place coverage on a player’s salary for the current year. You cannot cover more than 10% of the player’s yearly salary. You cannot give away more than 5% of the year’s salary cap in coverage.
Changed draft randomization from 10 minutes before draft to 1 hour before draft. Changed pick time limit to 10 hours for every pick.

10/30: Removed $20.05 commissioner fee and added it to the 1st place prize.
Changed the rule that allowed 1 extension per year on a 75%/100%/125% raise structure to the qualifying offer structure. (Rule XIV.D)

11/26: Added trade committee. Rule XVII.D.3
There will be a trade committee in this league. The trade committee will consist of 6 teams. 1 from each division. In the event that 1 of the committee spots is open, the commissioner will act as the 6th committee member until a replacement is found. The trade review system is in place to ensure the integrity of the league, not to veto trades we think are just a little lopsided. Any of the 6 acting committee members or the commissioner may nominate any trade to be voted on by the committee. Once a trade is nominated, a poll will be put up by the commissioner to be voted on. The vote must be decided within 24 hours or the trade will be allowed to pass through. Any committee member involved in the trade will be excluded from the vote. For a trade to be vetoed, the necessary vote counts are as follows. If no committee members are involved, at least 5 of the 6 members must vote against it. If 1 committee member is involved, at least 4 of the 5 remaining members must vote against it. If 2 committee members are involved, at least 3 of the 4 remaining members must vote against it.

In Season Free Agency 0-8 Hours: 10% 8-16 Hours: 20% 16-24 Hours: 30% Bid must stand for 24 Hours
Off Season Free Agency 0-24 Hours: 10% 24-36 Hours: 20% 36-48 Hours: 30% Bid must stand for 48 Hours

12/5: Added to rule for going over start limit.
If you have multiple starts at the same scheduled start time when you go over the limit, the higher scoring start(s) will be the one(s) removed.

Changed rule that if a contract is not posted within the allotted time after won in free agency, he will be given a 1 year contract. (Was a automatic buyout before)

1/4/2015: Added Rule XVII.E.3.A: Prospects may not be released at no cost in the same off-season in which they were drafted or won in free agency. In this circumstance, the buyout fee will apply. (To take effect at 12:01 A.M. CST on 1/5/2014)

Amendment XIII.A.1: Starting in 2016, league salary cap will be determined by the average year end 40-man roster salaries according to Cot's baseball contracts, rather than 25 man opening day salaries to accommodate 40-man rosters filling out with the promotions of minor leaguers.

Added rule XVII.D.6: In order for a trade to be processed the same day, the trade must be accepted by all teams on both the Fantrax and Proboards sites at least 6 hours before the first game of the day. All other trades will be processed the following morning.

5/23 - Edited bonus pool trading limits to match MLB rules. Old Rule: Can trade up to $500,000 of your bonus pool allotment, no limits on acquiring bonus pool money. New Rule: No limit on how much can be traded away, may only acquire a maximum of 50% more than your original allotment of bonus pool money.

Added Rule XVIII.A.2.i - Teams cannot outbid their available cap room at any time.
This has always been the rule, but was not previously in the constitution.

Two New Amendments 1) Players who leave MLB to play in Asia can be dropped free of contract penalty.
2) The Rule 5 draft has been suspended for the 2017-18 offseason.
Clarification 1) All roster rules defer to the current MLB CBA.

We will no longer track minor league options for individual players. To simplify, any player on a rookie contract can be demoted to the minors as an option, any other player on a MLB or Arb contract cannot be sent to the minors without clearing waivers.We will also no longer enforce a 10 day minimum demotion rule.

Each offseason player team control is reset to match real life MLB service time (from Baseball Reference). This is used to determine rookie contract year and arbitration year.

Arbitration contracts will always be greater than or equal to the previous year salary, to follow MLB norms.

Salary Cap will be equal to the average of the MLB end of year team payrolls (Cots Contracts) plus 95 (1/2 of the uncovered MiLB slots) times the minor league salary.
2018 - $155,443,823 + (95 x 88,000) = $163,803,823
